The Authority for the Digitization of Romania organized, on Thursday, March 9 and Friday, March 10, the workshops within the Semantic Interoperability Community (SEMIC) Roadshow initiative, a project run by the European Commission, through the General Directorate for Informatics (DIGIT). The workshops were hosted by the Palace of Parliament, were coordinated by DIGIT representatives led by Leontina Sandu, Head of the Interoperability Unit and had as their main topics the presentation of European perspectives on interoperability, as well as interoperability solutions developed at European level.
The workshops represented an opportunity for national experts from the IT&C industry, from the private, associative and academic environment, as well as from the Romanian administration to discuss directly with the representatives of the European Commission, in the context of the expected changes both at the European level, through the Interoperable Regulation Proposal Europe Act, as well as at the national level, through the implementation of the National Interoperability Platform (PNI), provided by the Interoperability Law 242/2022.
At the same time, the representatives of the public administration in Romania that manage basic registers presented their own activities and organizational models and discussed similar registers managed at the level of the European Union and their interconnection possibilities, in the context of the development of the service catalog regarding the registers base existing at the level of the SEMIC community.
The themes of the workshops also kept in mind the specific national context, as ADR is involved in the process of developing the Reference Norms for the Achievement of Interoperability (NRRI), related to Law 242/2022 on the exchange of data between IT systems and the creation of the National Interoperability Platform.
In addition, the participants held consistent debates on how to apply other regulations, such as the Data Governance Act, with an emphasis on the solutions developed at the European level in order to decentralize data spaces and automate the exchange between them.
The agenda therefore included two directions of debate, the first dedicated to public policies, in which the representatives of the Commission presented the most important initiatives that will redraw and strengthen the way in which we understand the interoperability of public services at the European level, including here the entire interoperability monitoring component in the Member States, while the second direction targeted the solutions already available to achieve this interoperability of public services.
The workshops brought together DIGIT experts from the Interoperability Unit, led by Leontina Sandu, as well as experts from the Ministry of Research, Innovation and Digitization, the Ministry of Internal Affairs, the Ministry of Justice, the National Tax Administration Agency, the National Cadastre Agency and Real Estate Advertising, of the National Trade Register Office and of the Executive Unit for Financing Education, Research, Development and Innovation within the Ministry of Education, as well as other representatives of the public sector, the associative and academic environment and the private environment.
